French Parliament Approves Assisted-Dying Bill

France’s National Assembly gave final parliamentary approval to a landmark Bill creating a legal right to assisted dying for eligible adults suffering from serious and incurable illnesses. The lower house adopted the legislation by a vote of 291 to 241 on 15 July 2026.

Under the Bill, assisted dying means providing an eligible person with a lethal substance. The person would normally administer the substance independently. When the individual is physically unable to do so, it may be administered by a doctor or nurse.

Kudankulam Nuclear Plant Data Leak Raises Cybersecurity Concerns

A ransomware group called World Leaks reportedly published nearly 19,000 files, totaling approximately 14.3 GB, linked to the Kudankulam Nuclear Power Plant project on the dark web. The files were reportedly obtained through a breach involving the server of a private contractor associated with the project.

The exposed material was said to include engineering documents relating to ventilation, cooling, and control-support facilities, along with information about suppliers, contracts, and project meetings. Many of the files reportedly dated from 2016 to mid-2025 and were linked mainly to reactor units under construction.

Kudankulam Nuclear Power Plant is located in the Tirunelveli district of Tamil Nadu. It has two operational VVER-1000 pressurised water reactors, each with a capacity of 1,000 MWe, while four additional reactors are under construction with Russian collaboration.

Andhra Pradesh Announces ₹414-Crore Expansion of AYUSH Sector

The Andhra Pradesh government has initiated development works worth ₹414 crore to strengthen AYUSH education and healthcare infrastructure and position the State as a hub for traditional systems of medicine. The announcement was made by Health, Medical, and Family Welfare Minister Satya Kumar Yadav at a workshop on medicinal and aromatic plants in Vijayawada.

Four AYUSH medical colleges are being developed at a total cost of ₹280 crore, with an allocation of ₹70 crore for each institution. Ayurveda colleges will be established at Dharmavaram and Pithapuram, a Unani medical college at Proddatur, and a Naturopathy medical college is nearing completion in Visakhapatnam.

Integrated AYUSH hospitals will be established at Tirupati, Giddalur, Nandigama, Tenali, Tekkali and Rampachodavaram with an investment of ₹90 crore. Modernisation of around 1,500 AYUSH dispensaries is also being undertaken at a cost of ₹44 crore. Together, these components account for the announced ₹414-crore investment.

India Develops Its First Hydrogen Fuel Cell Passenger Train

Indian Railways has developed India’s first Hydrogen Fuel Cell Trainset, marking a significant advancement in clean energy and sustainable transport technology. The train will initially operate on the 89-km Jind–Sonipat route in Haryana and can carry around 2,600 passengers in its 10 coaches.

Unlike conventional electric trains that depend on overhead power lines, the hydrogen train generates electricity onboard using a Proton Exchange Membrane fuel cell. Hydrogen stored in cylinders reacts electrochemically with oxygen from the atmosphere to produce electricity. The electricity powers the train’s traction motors, while water vapour and heat are produced as direct by-products. There is no combustion, smoke or direct carbon emission at the point of use.

The train consists of two Hydrogen Driving Power Cars and eight trailer coaches. Each power car contains fuel cells, lithium-iron-phosphate batteries, and hydrogen-storage cylinders, producing 1,200 kW of power. The train has a total output of 2,400 kW, an operational speed of 75 kmph and a design speed of 110 kmph.

Indian Railways has also established an integrated hydrogen production and refuelling facility at Jind. Hydrogen is produced through electrolysis of water, compressed to 500 bar and dispensed into the train at 350 bar. The facility can store nearly 3,000 kg of hydrogen, enabling regular train operations.

Multiple safety systems have been installed to detect hydrogen leaks, flames, heat and smoke. The system can automatically stop hydrogen supply during an emergency. The train was developed with the involvement of the Research Designs and Standards Organisation, Medha Servo Drives and Integral Coach Factory. The project supports India’s National Green Hydrogen Mission and transition towards low-carbon mobility.

White Rabbit Technology Network

Union Minister for Consumer Affairs, Food, and Public Distribution Pralhad Joshi inaugurated a White Rabbit Technology-based Indian Standard Time Distribution Demonstration Network in Bengaluru on 16 July 2026. The initiative forms part of the government’s “One Nation, One Time” vision.

The project aims to establish a uniform, highly accurate, and secure Indian Standard Time across the country. It seeks to reduce India’s dependence on foreign timing sources such as the Global Positioning System and strengthen the sovereignty of India’s digital infrastructure.

White Rabbit Technology is a precision network-time synchronisation system. Accurate time synchronisation is essential for high-frequency financial markets, stock exchanges, digital banking, telecommunications, defence systems, and national power grids, where even very small timing errors can disrupt operations or compromise data integrity.

PARIVARTAN Scheme

The Ministry of Housing and Urban Affairs approved the operational guidelines for the PARIVARTAN Scheme, which seeks to replace ageing and highly polluting trucks and buses operating in the National Capital Region with cleaner Bharat Stage-VI, CNG or electric vehicles. The scheme is now ready for implementation.

PARIVARTAN stands for Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions. The Union Cabinet approved the scheme on 3 June 2026 with a total outlay of ₹9,585 crore, including Central government budgetary support of ₹5,041 crore.

The Ministry of Road Transport and Highways will implement the scheme, while funding will be routed through the National Capital Region Planning Board. It covers the NCR areas of Delhi, Haryana, Rajasthan, and Uttar Pradesh and is expected to benefit about 2.07 lakh vehicle owners, including approximately 1.91 lakh truck owners and 16,329 bus owners.

The incentive package includes motor vehicle tax concessions, registration-fee waivers, 5% interest subvention on vehicle loans, a minimum 8% discount from original equipment manufacturers, fuel-voucher assistance for eligible diesel and CNG vehicles and one-time financial support for electric replacements. Eleven vehicle manufacturers representing more than 95% of the commercial-vehicle market have joined the scheme.

The scheme will operate through an integrated digital platform linked with VAHAN, V-Scrap, DigiELV, the Public Financial Management System, lenders and fuel-voucher systems. Its main objective is to reduce vehicular emissions and improve air quality across Delhi-NCR by accelerating the retirement of BS-IV and older commercial vehicles.
