Startup India Fund of Funds 2.0
The Government of India has launched the Startup India Fund of Funds 2.0 (FoF 2.0) with a corpus of ₹10,000 crore, aiming to strengthen the country’s startup ecosystem by addressing funding challenges. This initiative is an extension of the earlier Fund of Funds for Startups (FFS 1.0), which was introduced in 2016 under the Startup India Action Plan to promote entrepreneurship and innovation.
- Unlike direct funding schemes, the Fund of Funds model works indirectly.
- The government does not invest directly in startups.
- Instead, it provides capital to SEBI-registered Alternative Investment Funds (AIFs), which then invest in startups.
- This approach ensures professional fund management and better investment decisions through experienced venture capital firms.

The scheme will be implemented primarily by the Small Industries Development Bank of India (SIDBI), which will act as the nodal agency. A structured governance mechanism has been put in place, including a Venture Capital Investment Committee (VCIC) for selecting suitable AIFs and an Empowered Committee (EC) for monitoring performance and ensuring transparency.
