Mecca Joint Defence Agreement
Pakistan, Saudi Arabia and Türkiye signed the Mecca Joint Defence Agreement in Mecca, Saudi Arabia, on August 7, 2026, creating a new trilateral framework for collective security and defence cooperation. The agreement was signed by Saudi Crown Prince Mohammed bin Salman, Turkish President Recep Tayyip Erdoğan and Pakistani Prime Minister Shehbaz Sharif.
The most important provision states that an armed attack against any one of the three countries will be considered an attack against all three. The agreement seeks to strengthen collective deterrence and expand defence cooperation among the members. Türkiye’s Foreign Minister Hakan Fidan compared this mutual-defence principle technically with Article 5 of NATO, while stressing that the new arrangement is not intended to replace existing alliances.
The three countries bring different strategic capabilities to the arrangement. Pakistan is a nuclear-armed State with substantial military capabilities, Saudi Arabia is a major economic and energy power in West Asia, while Türkiye is a NATO member with a large military and an expanding defence-industrial base. The agreement comes amid heightened instability in West Asia and efforts by regional powers to strengthen their own security partnerships.
However, the agreement does not automatically specify the precise military response to every attack. According to Türkiye’s Foreign Minister, the members would consult on the degree, form and format of assistance required in such circumstances. A ministerial committee and a general secretariat based in Saudi Arabia are also expected to be established to develop the pact’s institutional structure.
For India, the development has strategic relevance because Pakistan is a member of the new collective-defence arrangement. However, the signatories have publicly described the pact as defensive and not directed against any particular country. Its practical significance will depend on how its consultation mechanisms, military cooperation and collective-defence commitments are implemented.
