class=\"wp-block-paragraph\"><strong>Registered Unrecognised Political Parties (RUPPs)<\/strong> came into focus after an investigation reported that <strong>six Gujarat-based RUPPs received about \u20b91,700 crore in donations during 2023\u201324<\/strong>, despite having a limited electoral presence. Together, they fielded only 15 candidates in the 2024 Lok Sabha election. Their reported donations exceeded the combined income of five national parties other than the BJP, which was about \u20b91,480 crore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A political party is registered with the <strong>Election Commission of India (ECI)<\/strong> under <strong>Section 29A of the Representation of the People Act, 1951<\/strong>. A <strong>RUPP<\/strong> is a registered political party that has <strong>not acquired recognition as a National Party or State Party<\/strong> under the Election Symbols (Reservation and Allotment) Order, 1968. Registered parties can receive certain benefits, including electoral-symbol facilities and tax benefits subject to statutory compliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A major regulatory issue is that the ECI does <strong>not have a general statutory power to de-register political parties<\/strong> merely because they are inactive or fail to comply with certain organisational requirements. In the <strong>Indian National Congress (I) v. Institute of Social Welfare (2002)<\/strong> case, the Supreme Court held that de-registration is permissible only in limited exceptional circumstances, such as when registration was obtained through fraud or the party ceases to uphold the Constitution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ECI has nevertheless undertaken drives to <strong>delist non-compliant RUPPs<\/strong>. In August 2025, for example, it delisted <strong>334 RUPPs<\/strong> that failed to meet prescribed conditions.
