Russia State President Visits India
During the State Visit of the President of the Russian Federation to India on 5 December 2025, several key MoUs and bilateral agreements were signed across migration, healthcare, maritime cooperation, food safety, fertilizers, media collaboration and academic partnerships.
1. Migration & Mobility
- Agreement on Temporary Labour Activity of citizens of one country in the territory of the other.
- Agreement on Cooperation in Combating Irregular Migration.
2. Health & Food Safety
- Healthcare & Medical Education Cooperation Agreement between MoHFW (India) and Ministry of Health (Russia).
- Food Safety Cooperation Agreement between FSSAI (India) and Russia’s Federal Surveillance Authority.
3. Maritime Cooperation & Polar Waters
- MoU for training specialists for ships operating in Polar Waters.
- MoU between India’s Ministry of Ports, Shipping & Waterways and Russia’s Maritime Board.
4. Fertilizers
- MoU between JSC UralChem and Indian fertilizer companies – RCF, NFL, and IPL.
5. Customs & Commerce
- Protocol on exchange of pre-arrival customs information between CBIC (India) and Russian Customs Service.
- Bilateral Agreement between India Post and Russian Post.
6. Academic Collaboration
- MoU between DIAT Pune and Tomsk State University.
- Agreement for collaboration between University of Mumbai, Lomonosov Moscow State University, and RDIF.
7. Media Cooperation
Multiple MoUs between Prasar Bharati and several major Russian media groups including:
- Gazprom-Media Holding
- National Media Group
- BIG ASIA
- TV-Novosti
- TV BRICS
8. Announcements
- Russia adopted the Framework Agreement to join the International Big Cat Alliance (IBCA).
- Agreement for the exhibition “India. Fabric of Time” between Indian and Russian museums.
- India grants 30-day e-Tourist Visa (gratis) and Group Tourist Visa (gratis) to Russian nationals.
Exercise Harimau Shakti – 2025
The fifth edition of the joint military exercise Harimau Shakti 2025 between the Indian Army and the Malaysian Army concluded in Rajasthan.
Pradhan Mantri Gram Sadak Yojana – Phase III
The Pradhan Mantri Gram Sadak Yojana – Phase III (PMGSY-III), launched in 2019, aims to upgrade and consolidate 1,25,000 km of rural roads, improving connectivity to:
- Gramin Agricultural Markets (GrAMs)
- Higher Secondary Schools
- Hospitals
The scheme plays a major role in rural development by enhancing access to education, healthcare, and markets.

- Sanctioned: 1,22,393 km
- Constructed: 1,01,623 km (83%)
- Original Deadline: March 2025
- New Deadline: March 2026 (extended based on State requests)
Impact of PMGSY-III
A World Bank Impact Evaluation (2019) found that improved rural roads led to:
- 10% increase in school enrollment for girls
- 7% rise in health facility visits
- 15% increase in non-agricultural employment
Rural families have benefitted through:
- Easier market access
- Better health services and more institutional deliveries
- Improved education access, especially for girls
- Enhanced employment in farm & non-farm sectors
National Handicraft Awards 2023–24
The Ministry of Textiles has announced the prestigious National Handicraft Awards to honour outstanding master craftspersons for the years 2023 and 2024. National Handicrafts Awards (started in 1965) honour exemplary craftspersons who have significantly contributed to India’s craft heritage. Shilp Guru Awards (introduced in 2002) are the highest honour in the handicraft sector, awarded to artisans demonstrating exceptional mastery and innovation. National Handicrafts Week observed every year from 08 December to 14 December.
