Cabinet approved DSIR scheme with and outlay of 2277 crore
The Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved the Department of Scientific and Industrial Research / Council of Scientific and Industrial Research (DSIR/CSIR) Scheme on “Capacity Building and Human Resource Development”. The government approved a total outlay of Rs.2277.397 crore for the period of 2021-22 to 2025-26.
India and Australia Mutual Recognition Arrangement (MRA)
India and Australia signed a Mutual Recognition Arrangement (MRA) for Organic Products. Organic products covered under this arrangement are unprocessed plant products (excluding seaweed, aquatic plants, greenhouse crops), Processed foods of plant origin, Wine. Farmers benefit from 30-40% higher prices for organic produce.
India’s Organic Exports to Australia (FY 2024-25):
- USD 8.96 million
- 2,781.58 metric tonnes
- Major exports: psyllium husk, coconut milk, rice.
Goods and Services Tax Appellate Tribunal (GSTAT)
The Union Finance Minister formally launched the Goods and Services Tax Appellate Tribunal (GSTAT). The purpose of this tribunal is to provide a specialized, nationwide forum for GST dispute resolution.
Key Features:
- Principal Bench in New Delhi and 31 State Benches across 45 locations in India.
- Members: 2 Judicial Members, 1 Technical Member (Centre), 1 Technical Member (State).
6th Schedule status and statehood for Ladakh
On 10 September 2025, climate activist Sonam Wangchuk began a hunger strike demanding 6th Schedule status and statehood for Ladakh.
The Government of India has been actively engaging with the Apex Body Leh and Kargil Democratic Alliance (KDA) through a High-Powered Committee (HPC), Sub-committee, and several informal meetings.
The High-Powered Committee (HPC) on Ladakh is chaired by Minister of State for Home Affairs, Shri Nityanand Rai.
Key outcomes:
- Scheduled Tribe reservation in Ladakh increased from 45% to 84%
- 1/3rd reservation for women in councils
- Bhoti and Purgi declared as official languages
- Recruitment process for 1,800 posts initiated
6th Schedule of the Constitution
The Sixth Schedule (Articles 244(2) and 275(1)) of the Constitution provides special provisions for the administration of tribal areas in the North-Eastern States. Its main objective is to protect the tribal culture, customs, and administration by giving them autonomy in governance. The sixth schedule applies to four North-Eastern states Assam, Meghalaya, Tripura, and Mizoram.
Key Features:
- Autonomous District Councils (ADCs): Each tribal area is governed by an Autonomous District Council (25 members: 30 seats in some states).
- Councils have both legislative and judicial powers on specified subjects. ADCs can make laws on subjects like Land, Forests, Shifting cultivation, Village administration, Inheritance of property, Marriage and divorce, Social customs of tribes.
- These laws require the Governor’s assent.
- Judicial Powers: District Councils can constitute courts for trial of tribal disputes.
- Financial Powers: Power to levy and collect taxes on Land & buildings, Tolls on passengers and goods, Vehicles, boats, entry of goods, Animals and trades.
Governor’s Role:
- Governors can increase/reduce areas under ADCs.
- Governors can modify or annul laws made by ADCs.
Wave X Startup Accelerator Platform
The Ministry of Information & Broadcasting launched seven new incubation centres under its WaveX Startup Accelerator Platform, dedicated to supporting Media, Entertainment, and AVGC-XR (Animation, Visual Effects, Gaming, Comics & Extended Reality) sector startups.
Institutions hosting the new centres:
- Indian Institute of Mass Communication (IIMC): Delhi, Jammu, Dhenkanal (Odisha), Kottayam (Kerala), Amravati (Maharashtra)
- Film and Television Institute of India (FTII), Pune

NPCI partnered with Qatar National Bank to launch UPI
The National Payments Corporation of India (NPCI) International Payments Ltd. (NIPL) has partnered with Qatar National Bank (QNB) to launch QR code-based Unified Payments Interface (UPI) acceptance across Qatar. UPI will now be accepted at QNB-acquired merchant outlets in Qatar. This enables Indian travellers to make seamless digital payments at tourist attractions, retail shops, and duty-free outlets.
As of September 2025, UPI payments are accepted in eight countries: Bhutan, Mauritius, Nepal, Singapore, Sri Lanka, France, the United Arab Emirates, and Qatar.
