Andhra Pradesh Ranks First in India in Patient Safety Standards
Andhra Pradesh secured the first position in India in patient safety standards, scoring 86 out of 100 in the national evaluation highlighted during World Patient Safety Day 2026 celebrations in New Delhi. The assessment was presented at a national programme organised by the Union Ministry of Health and Family Welfare along with the National Health Mission and National Health Systems Resource Centre. Andhra Pradesh ranked ahead of Madhya Pradesh (84.5), Gujarat (83.5), Dadra and Nagar Haveli and Daman and Diu (83), and Tamil Nadu (82).

Uniform Civil Code (UCC)
The Uniform Civil Code (UCC) has again become a major constitutional and policy issue after Union Home Minister Amit Shah stated in September 2026 that the government intends to implement UCCs in all NDA-ruled States before the 2029 Lok Sabha election. Uttarakhand has already implemented its Uniform Civil Code from 27 January 2025.
A UCC broadly refers to a common set of civil laws governing personal matters such as marriage, divorce, succession and inheritance, irrespective of religion. Currently, several communities in India are governed in these areas by religion-specific personal laws, such as the Hindu Marriage Act, the Hindu Succession Act, and the Muslim Personal Law (Shariat) Application Act.
The constitutional basis for the UCC is Article 44 of the Constitution, which states that the State shall endeavour to secure a Uniform Civil Code for citizens throughout India. Article 44 is located in Part IV – Directive Principles of State Policy (DPSP) and is therefore not directly enforceable by courts.
Supporters of a UCC argue that a common civil framework could promote uniformity and gender equality, particularly in marriage, divorce, maintenance and inheritance. Critics raise concerns about the protection of religious freedom and cultural diversity, referring particularly to Articles 25 and 29 of the Constitution. The debate therefore involves balancing equality and individual rights with religious and cultural protections.
The 21st Law Commission, in its 2018 Consultation Paper on Reform of Family Law, favoured addressing discriminatory provisions within individual personal laws rather than immediately introducing a single UCC. It emphasised achieving greater equality within communities through family-law reform. The Law Commission’s official archives contain the 2018 consultation paper and earlier consultations on the UCC.
Uttarakhand UCC
The Uniform Civil Code, Uttarakhand, 2024 governs matters including marriage, divorce, succession and live-in relationships. It does not apply to members of Scheduled Tribes and certain persons or groups whose customary rights are constitutionally protected.

Melanoma is a serious form of skin cancer arising from melanocytes, the pigment-producing cells of the body. Although less common in India than in many Western populations, early detection can be difficult because melanoma in darker-skinned populations may occur on less visible sites such as the soles of the feet, palms, and beneath the nails.
Treatment of melanoma has been transformed by immune-checkpoint inhibitors. James P. Allison and Tasuku Honjo received the 2018 Nobel Prize in Physiology or Medicine for discoveries involving the immune checkpoints CTLA-4 and PD-1, respectively. Blocking these biological “brakes” can enable the body’s T cells to attack cancer cells more effectively.
A major development came in August 2026, when Moderna and Merck announced positive Phase III results from the INTerpath-001 trial of intismeran autogene, an investigational personalised mRNA-based cancer therapy.

Southwest Monsoon season in 2026
Andhra Pradesh recorded a 42% rainfall deficit during the Southwest Monsoon season in 2026, making it jointly the third-highest rainfall deficit in the country as of 16 September. The State received only 255.3 mm of rainfall between June 1 and September 16 against the normal rainfall of 442.3 mm.
Among States and Union Territories, Meghalaya recorded the highest deficit at 59%, followed by Manipur at 43%. Andhra Pradesh and Arunachal Pradesh recorded a 42% deficit each, while Punjab and Puducherry registered deficits of about 40%. Andhra Pradesh had the highest rainfall deficit among the States and Union Territories of the Southern Peninsula.

Aadi Farmer Carbon Programme

India has initiated its first soil carbon payments to farmers, linking regenerative agricultural practices with additional farm income. More than ₹2.9 crore is being disbursed to 2,550 farmers in Punjab and Haryana through Direct Benefit Transfer (DBT). The first payments were released at Punjab Agricultural University (PAU), Ludhiana, on 17 September 2026.
The payments are being made under ‘Aadi’, a farmer carbon programme launched by Grow Indigo in 2019 with technical guidance from the Indian Council of Agricultural Research (ICAR). Farmers participating in the programme adopted regenerative practices such as Direct Seeded Rice (DSR), reduced tillage and crop-residue management. Reductions in greenhouse-gas emissions and increases in soil carbon were scientifically measured and independently verified before carbon credits were issued.
The Aadi programme covers more than 2 million acres and over 1 lakh farmers across seven States. Agricultural carbon credits have been issued under the Verra VM0042 methodology. The first issuance covered around 30,000 acres and generated more than 50,000 carbon credits. Participating farmers received approximately ₹3,000 to ₹15,000, depending on the carbon credits generated from their fields.
Farmers do not receive money simply for owning agricultural land. They earn it by adopting regenerative farming practices that reduce greenhouse gas emissions or increase the amount of carbon stored in the soil.
How it works:
1. Farmers adopt practices such as Direct Seeded Rice (DSR), reduced tillage, and better crop-residue management.
2. Scientists measure how much greenhouse-gas emission has been avoided and how much additional carbon has been stored in the soil.
3. These results are independently verified under an approved carbon-credit methodology.
4. Based on the verified climate benefit, carbon credits are generated from the farmer’s field.
5. The farmer receives a share of the income generated from these carbon credits.
Under the Aadi Farmer Carbon Programme, farmers could choose either an assured upfront payment or receive 75% of the net carbon revenue after the credits are sold.
Carbon Credit: A carbon credit is a tradable certificate representing the reduction, avoidance, or removal of one metric tonne of carbon dioxide equivalent (CO₂e) from the atmosphere.
Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY)
The Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) was launched on 17 September 2015 to ensure that communities and areas affected by mining receive a share of the benefits generated from mineral extraction. The scheme is implemented through District Mineral Foundations (DMFs) using statutory contributions collected from mining lease holders.
A District Mineral Foundation (DMF) is a non-profit trust created under the Mines and Minerals (Development and Regulation) Act, 1957 to work for the welfare of people and areas affected by mining operations. The provision for DMFs was introduced through the 2015 amendment to the MMDR Act. As of 2026, DMFs have been established in 656 districts across 23 States.
As of July 2026, 4,70,020 projects worth ₹1,09,938 crore had been sanctioned under PMKKKY.
