Andhra Pradesh Showcases ‘One Water’ Vision at IFAT India 2026
Andhra Pradesh showcased its “One Water” approach to urban water management at IFAT India 2026, being held from 9–11 September 2026 at the Bombay Exhibition Centre, Mumbai. The State highlighted its initiatives in urban water security, wastewater reuse, climate resilience and technology-driven urban management.
The “One Water” approach means managing different forms of urban water—such as drinking water, wastewater, rainwater and other available water resources—as part of a single integrated system. The objective is to make cities use less water, reduce losses, reuse treated wastewater, improve rainwater absorption, and use technology for better prediction and management.

Centre Proposes Special Article 371 Provision for Ladakh
The Union Ministry of Home Affairs (MHA) has proposed a special constitutional arrangement for Ladakh under the Article 371 series, tentatively referred to as a new Article 371K / “K” provision. The proposal was discussed with representatives of the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) in New Delhi in September 2026.
Under the proposal, Ladakh could get a directly elected Union Territory-level body with legislative powers over subjects such as land, culture and language, forests, environment and natural resources. The arrangement is being described as a sui generis, or specially designed, governance model for Ladakh.
However, the proposal is not yet law. No final constitutional draft had been given to Ladakh representatives at the latest meeting, and important questions relating to executive, financial, planning and law-and-order powers were still under discussion. Therefore, Ladakh continues to remain a Union Territory without a Legislative Assembly at present.
Ladakh became a separate Union Territory on 31 October 2019 following the Jammu and Kashmir Reorganisation Act, 2019. Under Section 58 of that Act, the President administers Ladakh through a Lieutenant Governor and may make regulations for its peace, progress and good government under Article 240.

GRSE Launches Indigenous Ocean Research Vessel ‘Sagar Manthan’
Garden Reach Shipbuilders & Engineers Limited (GRSE) launched the indigenous Ocean Research Vessel (ORV) Sagar Manthan at its Rishi Bankim Shipyard in Kolkata on 9 September 2026. The vessel is being built for the National Centre for Polar and Ocean Research (NCPOR) under the Ministry of Earth Sciences.
The research vessel is being constructed at an approximate cost of ₹840 crore under Vertical-4 (Deep Ocean Survey and Exploration) of India’s Deep Ocean Mission.
The vessel is expected to be ready for operational use by early 2028. It will gradually replace the ORV Sagar Kanya, a research vessel procured from Germany in 1983. NCPOR, located at Vasco-da-Gama, Goa, is an autonomous institution under the Ministry of Earth Sciences and is India’s premier institution for polar and Southern Ocean research.
Navier–Stokes Problem
The Navier–Stokes Problem, one of the seven Millennium Prize Problems, came into the news after OpenAI announced a proposed AI-generated solution in September 2026. However, the Clay Mathematics Institute (CMI) still lists the Navier–Stokes problem as unsolved, meaning the proposed proof has not yet received the required mathematical acceptance.
The Navier–Stokes equations are mathematical equations used to describe how fluids move. Here, fluids include both liquids and gases, such as water flowing through a pipe, air moving around an aircraft, ocean currents, and blood flowing through vessels.
