Telangana Opposes Centre’s Proposal on Schedule X Institutions
The Telangana government has strongly objected to the Union Home Ministry’s proposal to add new institutions (not listed in the Andhra Pradesh Reorganisation Act, 2014) into Schedule X for division between Telangana and Andhra Pradesh.
Why Telangana Opposed the Move?
- Telangana stated that the Centre’s proposal violates Section 75(2) of the AP Reorganisation Act, 2014.
- This section allows the Central Government to add institutions to Schedule X only within one year from the appointed day (June 2, 2014).
- Telangana argued:
- Originally 107 institutions were listed in Schedule X.
- In May 2015, the Centre added 35 more institutions, raising the total to 142, which was within the one-year limit.
- The current proposal (after 10 years) violates the Act’s provisions.
- Telangana also noted that Andhra Pradesh had sent a list of 32 institutions, later reduced to 19, some of which are defunct or liquidated.
- The State urged the Centre not to proceed with the move.
Contempt of Court in India
A recent controversy involving alleged derogatory remarks against the Chief Justice of India and the Supreme Court has reignited the debate on contempt of court. Such remarks, especially when circulated through media and social media, may be considered acts that interfere with the administration of justice and undermine the authority of the judiciary.
Under the Constitution, Article 129 declares the Supreme Court, and Article 215 declares High Courts as Courts of Record, giving them inherent power to punish for contempt. The Contempt of Courts Act, 1971 further defines and classifies contempt into:
- Civil Contempt — wilful disobedience of court orders or undertakings.
- Criminal Contempt — acts that scandalise the court, interfere with judicial proceedings, or obstruct the administration of justice.
