The Andhra Pradesh Public Service Commission (APPSC) has proposed major reforms to upgrade the APPSC Group 1 syllabus, strengthen recruitment standards, and modernise the overall examination system.
Outgoing Chairperson A.R. Anuradha confirmed that these reforms aim to make the syllabus simpler, relevant, and aligned with current laws, while also improving exam fairness, remuneration, and digital transparency.
Objective of the Reforms
The proposed reforms to the APPSC Group 1 syllabus are part of a larger effort to make Andhra Pradesh’s recruitment system more efficient, inclusive, and transparent.
Key Objectives:
- Simplify the APPSC Group 1 syllabus to reduce the burden on candidates and improve preparation efficiency.
- Align exam content with modern laws and administrative needs.
- Introduce Computer Proficiency Test (CPT) to promote digital competency among aspirants.

APPSC Group 1 Syllabus Simplification
According to Ms. Anuradha, the existing APPSC Group 1 syllabus is too vast and needs rationalisation.
- The Commission has proposed to streamline and restructure the content to make it more practical and focused.
- The inclusion of a Computer Proficiency Test (CPT) will ensure candidates are equipped with modern digital skills.
- The reforms aim to make the exam more candidate-friendly, reducing redundancy and overlapping topics.

Transparent and Foolproof Examination Centres
The APPSC has placed strong emphasis on exam integrity while implementing the new APPSC Group 1 syllabus and structure.
- The Commission plans to rely on reputed educational institutions and IITs to host secure, tamper-proof online exam centres.
- This move follows reports of malpractices at private centres in earlier recruitment cycles.
- Until the secure infrastructure is ready, the next few Group-I exams will be conducted offline, ensuring complete transparency.
Decayed Teeth no longer a reason for disqualification
The government also accepted APPSC’s recommendation to remove “decayed teeth” as a reason for disqualification in uniformed services — a move towards modern, inclusive eligibility standards.
Departmental Tests and CPT Validity
To make the new APPSC Group 1 syllabus comprehensive yet streamlined, the Commission has also recommended:
- Updating language tests under departmental exams.
- Extending the validity of CPT to two years for direct-recruitment candidates.
- Revising half-yearly exam syllabi for All-India and State Service Officers.
- Conducting CPT internally by APPSC instead of outsourcing to private agencies, ensuring fairness and consistency.
Additional Recommendations
- Enhancement of honorarium for all examination officials.
- Relaxation of standards for EWS candidates moving from screening to mains.
- Full internal control over CPT tests (no private agency involvement).
- Improvement in digital infrastructure to prevent fraud and data leaks.
