Himachal Day – April 15

Himachal Pradesh celebrated Himachal Day on April 15, 2026, marking the formation of the state as a separate administrative unit in India.

Himachal Day commemorates the historical event of April 15, 1948, when Himachal Pradesh was formed as a Chief Commissioner’s Province by merging around 30 princely hill states. This marked the beginning of administrative unification and development in the region.

Later, Himachal Pradesh achieved full statehood on January 25, 1971, becoming the 18th state of India. Since then, Himachal Day has been celebrated every year as a symbol of the state’s cultural identity, unity, and progress.

The Union Government has proposed significant electoral reforms through the Constitution (131st Amendment) Bill, 2026 and the Delimitation Bill, 2026, aiming to redraw political representation in India.

These proposals seek to restart the delimitation process, which has been frozen since 1976, and to redistribute seats in both Lok Sabha and State Legislative Assemblies based on updated population data (2011 Census).

Key Changes Proposed

1. Lok Sabha Reforms

  • Total strength may increase up to 850 seats
    • 815 seats for States
    • 35 seats for Union Territories
  • Inter-State redistribution of seats based on latest Census data

2. State Legislative Assemblies

  • Amendment to Article 170 (composition of Assemblies)
  • Number of Assembly seats will be readjusted based on population changes
  • Constituency boundaries within States will be redrawn (delimitation)

3. Removal of Constitutional Freeze

  • Existing freeze (since 1976) on seat redistribution will be removed
  • Earlier provision delaying delimitation until post-2026 Census will be deleted

4. Women Reservation

  • 33% reservation for women in Lok Sabha and State Assemblies.
  • Will be implemented only after fresh delimitation

5. Delimitation Commission

  • To be constituted by the Centre
  • Delimitation Commission consists of:
    • A Retired/Sitting Supreme Court Judge (Chairperson)
    • An Election Commission representative
    • A State Election Commissioner

A recent analysis based on the UNEP Food Waste Index Report 2024 highlights a serious global and national issue massive food wastage alongside widespread hunger. Globally, around 1.05 billion tonnes of food is wasted every year. The wastage occurs mainly at:

  • Household level – 60%
  • Food services – 28%
  • Retail – 12%

Despite this abundance, nearly 783 million people face hunger, and over 3.1 billion people cannot afford a healthy diet, showing a major imbalance in food distribution systems.

Our Country’s Situation

India ranks second globally in food waste, wasting about:

  • 78–80 million tonnes of food annually.
  • Estimated value – ₹1.55 lakh crore.

At the same time:

  • Around 194 million people in India are undernourished.
  • India ranks 111th in the Global Hunger Index.

This reflects a critical issue where food loss is not due to scarcity, but inefficiency.

Reasons for Food Waste

  • Poor post-harvest storage facilities.
  • Lack of cold-chain infrastructure.
  • Inefficient supply chains.
  • Cultural practices of food wastage.
